ABOUT THE UNIT
The Data Services Team provides services through data visualizations, analytical reports, and technological innovation projects to support AGO priorities, administration, case strategy, investigations, education and outreach efforts, and policy related matters to inform the mission of the DOL.
POSITION SUMMARY
The Data Analys t (Analyst III) assists the DOL with a wide range of data focused projects that support AGO priorities, administration, case strategy, investigations, education, outreach efforts, and policy matters. This position works with and collaborates with the team’s lead data analyst to assist with activities focused on technical tool and product development, data management, project management, data validation, data analysis, technical writing, and professional report development. The Data Analyst is responsible for independently and collaboratively supports data services team projects through conducting first-level quality assurance (QA) reviews for deliverables, data management, creating professional reports, developing tools that meet project objectives, assisting with complex projects, staff training, product maintenance, process improvements, managing assigned projects, identifying and making progress towards project milestones, and change management. This position uses expert level judgement to identify trends, make decisions, and identify priorities, which influence policies, guidelines, and management decisions pertaining to team operations and future directions.
WHAT YOU WILL DO
Essential job duties include but are not limited to the following:
Data Analyses
- Serve as the primary contact for complaint requests and broad system searches, such as key word searches, searches by companies, issues, and people, along with other data search requests
- Engage in detailed analysis projects, including projects that require geographic information system (GIS) technology
- Clean and prepare data by identifying and addressing missing or erroneous data, duplication screening, and transforming data as required for each analysis project
- Interpret data to identify patterns, spatial trends, and relationships to draw insights and conclusions from the data
- Utilize Arcade, HTML, JSON (Java Script), R, Python, SQL, SOOQL, and other programming languages in data analyses workflows and products
- Provide data analysis trainings when leveraging JSON (Java Script), R, Python, SQL, SOOQL, and other programming languages
- Create project management documents, that includes details on request, plan for completion, requirements, project timelines, product development, generated deliverables, data required, workflows, calculations, and procedures for meeting data analysis objectives
Reporting
- Create visualizations, such as charts, graphs, maps, mapping applications, and dashboards to support multiple DOL programs
- Determine best method to present information, such as updating existing data models and generating period reports, such as weekly, monthly, or quarterly reports that provide an overview of key performance indicators, trends, and insights
- Determine what information is presented in reports by analyzing data and determining what information is relevant
- Summarize data for complaint reviews, investigation purposes, litigation, education, outreach, What’s Up, and other monthly/annual reports
- Determine best tools and methods to implement while creating effective, appropriate, written, and visual reporting outputs for program data to meet priorities and needs
Data Management and Product Maintenance
- Serve in conjunction with the lead data analyst to support data management processes that impact project and team functions
- Organize, maintain, update, and document assigned data management and product maintenance activities for multiple tools, directories, or environments, including but not limited to Azure DevOps, SharePoint, ArcGIS Enterprise, Salesforce, and other(s)
- Ensure project contents, data, and deliverables are accurate, updated, organized, maintained, documented, and easily accessible for Data Services team members and project stakeholders
- Conduct research and creating standardized best practices, guidelines, and procedures for data collection, data cleaning, and data aggregation methods needed to meet objectives of assigned projects
- Support quality assurance and data validation efforts for data services team projects, this position is responsible for ensuring data is accurate and trustworthy
- Address new and emerging issues that impact project deliverables and make recommendations to mitigate these issues
- Partner with various internal stakeholders to assess data requirements for reporting and project deliverables
- Assist with raining to ensure data management and product maintenance goals are met
Process Improvement and Change Management
- Lead the Data services Team process improvement initiatives
- Collaborate with cross-functional teams
- Ensure the effective adoption of new processes that optimize data quality and team productivity
- Lead and support change management processes by using data insights to guide decision-making, evaluate the impact of proposed changes, and provide recommendations
- Collaborate with stakeholders to facilitate smooth transitions through education and training initiatives
- Develop metrics for tracking change effectiveness
Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
WHAT WE ARE LOOKING FOR

- Six years of professional experience in geographic information systems (GIS), spatial data science, data management, data analysis, technical report writing, or data quality review as the main function of the job. Experience must be focused on the data itself, not data entry to meet this requirement.
- OR - - Bachelor's degree from an accredited institution in data science, business analytics, information technology, computer science, statistics, geography, mathematics, or other closely related field; AND Two years of professional experience in geographic information systems (GIS), spatial data science, data management, data analysis, technical report writing, or data quality review as the main function of the job. Experience must be focused on the data itself, not data entry to meet this requirement.
- OR - - A master's degree in data science, business analytics, information technology, computer science, statistics, geography, mathematics, or other closely related field
- OR - - A combination of relevant education and experience that equals 6 years. Education from an accredited college or university with coursework in data science, business analytics, information technology, computer science, statistics, geography, mathematics, or other closely related field; to the major duties of this position will be considered and professional experience with a primary focus on geographic information systems (GIS), spatial data science, data management, data analysis, technical report writing, or data quality review as the main function of the job will be considered.

- Knowledge and experience with data management and experience with managing data structures
- Experience with quantitative and qualitative analysis methods
- Knowledge and experience with descriptive statistics
- Experience reporting for business analytics from multiple sources and across multiple functional business units
- Some experience with geographic information systems (GIS), spatial files, Azure DevOps, SharePoint, Excel, Salesforce, Tableau, PowerBI, ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, Microsoft Power Automate, Python, or ArcGIS Insights,
- Experience with generating reports from the above applications
- Experience creating data visualizations and designing output
- Excellent attention to detail
- Ability to speak professionally with empathy to a wide variety of stakeholders
