Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The San Diego Regional Water Quality Control Board (San Diego Water Board) has an opening for an Environmental Scientist in the Water Sustainability and Protection Unit. The position is located at 2375 Northside Drive, San Diego, CA 92108.

Duties:

Under the close supervision of a Senior Water Resource Control Engineer and consistent with good customer service practices and the goals of the SWRCB Strategic Plan and the San Diego Water Board’s Practical Vision, the incumbent will perform professional scientific work related to the San Diego Water Board’s Waste Discharge Requirements (WDRs) program. Specific job duties and responsibilities are described in the Duty Statement.

The incumbent is expected to apply scientific methods and principles in performing activities related to the identification, research, development, review, and interpretation of permit and regulatory requirements and other documents. The incumbent is expected to be courteous and provide timely responses to internal/external customers, following through on commitments, and to solicit and consider internal/external customer input when completing work assignments. In addition, the incumbent will review and evaluate water quality data, hydrologic data, and other project information related to agricultural facilities and other non-point sources of pollution; investigate the sources and movement of contaminants in surface and groundwater; review relevant water quality plans and policies and incorporate them into WDRs or other San Diego Water Board documents, develop WDR requirements  based on applicable laws, regulations, plans, and polices; evaluate and develop monitoring programs; review proposals for grant funding and develop contract documents; work collaboratively with other staff and the regulated community; prepare written documents for consideration by the San Diego Water Board; represent the San Diego Water Board before other boards, agencies, and groups; and provide presentations before the San Diego Water Board and other organizations concerning Board activities.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Knowledge, ability, and work experience in the principles and practice of environmental science relating to water quality control and water resource management.
  • Knowledge of (i) physical, biological, and chemical factors relating to the control of water pollution and water quality, and (ii) aquatic ecology, chemistry, biology, and statistics; (iii) the management of surface waters and groundwaters to control water pollution and water quality; (iv) fate and transport of pollutants in the environment and impacts on water resources; and (v) principles governing the movement of pollutants in groundwater basins.
  • Knowledge, ability, or work experience in (a) the design and operation of commercial agricultural operations, non-point sources of pollution, and salt and nutrient management planning; (b) the design and implementation of water quality monitoring programs to assess ambient water quality and effluent from commercial agricultural operations and sites with waste discharge requirements (WDRs); (c) drafting or reviewing salt and nutrient management plans that analyze the fate and transport of pollutants in groundwater and manages water quality to meet water quality standards; and (d) ability to apply good judgment in analyzing water quality and human health risk issues at WDR and agricultural sites.
  • Knowledge of federal and State of California laws, policies, and regulations regarding protection and assessment of marine, estuarine, freshwater, and groundwater resources.
  • Knowledge or experience preparing and implementing WDRs or similar water quality regulatory permits.
  • Knowledge or experience managing or conducting environmental field inspections or investigations.
  • Knowledge or experience collecting environmental (i.e., soil, water, soil vapor, sediment, air) samples.
  • Experience preparing, reviewing, and interpreting technical reports, environmental documents, presentations, and regulatory documents (such as California Environmental Quality Act documents, permit applications, etc.)
  • Experience working with standard office software (e.g., Word, Excel, and PowerPoint), Geographic Information Systems (GIS), GeoTracker, or the SWRCB’s California Integrated Water Quality System (CIWQS) database.
  • Experience prioritizing and planning multiple work tasks or projects.
  • Experience working independently or in teams.
  • Experience checking work products for accuracy.
  • Experience using communication and outreach skills to effectively influence others to meet organizational goals.
  • Experience generating collaboration that fosters partnerships and effective communication.
  • Experience incorporating current scientific and technical information into projects.

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial, 12 point font , and normal margins.

The SOQ must clearly explain how the candidate’s knowledge and experiences, as related to each of the factors listed in the Desirable Qualifications, have prepared them to successfully manage cases in the San Diego Water Board’s Water Sustainability and Protection Unit and contribute to the overall mission of the San Diego Water Board.
