Duty Location: Arlington, VA

This is an Excepted Service appointment with an intermittent schedule not to exceed three years; may be renewed every one, two or three years indefinitely.  This position is located in the Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU), Security Cooperation Officer Department located in Arlington, VA.  This is a .25 full time equivalent position meaning you will not be able to work beyond 25% in a year.  

DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign partners in order to encourage and enable allies and partners to respond to shared challenges.

DSCU is the DoD’s center of intellectual life for Security Cooperation (SC). DSCU delivers education, training, research, and analysis to the U.S. SC Workforce and Institutional Capacity Building (ICB) and education to our allies and partners to meet the current and future global SC mission. DSCU supports DSCA’s mission of training, educating, and providing for the long-term development of the SC Workforce and enabling Partner Nations (PNs) to effectively, efficiently, and responsibly manage their security institutions. Through the work of DSCU, U.S. personnel become SC community practitioners and PN’s develop responsible, effective security establishments based on the rule of law, civilian control of the military, and respect for democracy and international human rights.

We are looking for enthusiastic, dynamic, and talented individuals with expertise and significant experience in an international context to perform the following duties:

  • Serve as a faculty senior associate engaging in advising, consulting, education, and training Security Cooperation professionals, especially personnel on assignment to Security Cooperation Organizations.
  • Develop course curriculum and advising materials; assess course materials or advising plans and programs created by other faculty and faculty teams; plan, coordinate, and engage with partner countries in mobile courses and/or advising projects.
  • Sustain and develop academic expertise through participation within and contributions to the community of practice and discipline.
  • Participate in academic or professional research to create knowledge or solutions related to security cooperation and ICB topics and to the more specialized topics of the practice area/discipline.
  • Publish findings in reputable scholarly or professional outlets, which can include, inter alia, peer-reviewed fora, University publications, relevant blogs, and specialized defense, military, and civil-military publications.
  • Participate in DSCU self-governance to support the academic mission of the University in its use of technologies and services impacting teaching, learning, research, and scholarship.

QUALIFICATIONS: 

  • Master’s degree from a regionally or nationally accredited university in a relevant functional area required: international relations, economics, foreign affairs, history, political science, business administration, defense and strategy, or a related field that supports DSCU’s programming, research, and analysis needs.
  • Five or more years of experience in regional or functional topics relevant to Security Cooperation/Institutional Capacity Building that align with Office of Secretary of Defense Policy priorities. Experience shall be of sufficient depth or breadth as to establish expertise within a particular professional discipline relevant to the security sector such as defense acquisition and logistics, cyberspace defense, operations/functions of a ministry, regional politics or security, military operations, or implementation of the U.S. security assistance/cooperation system.
  • Experience in leadership, management, strategy, or planning tasks in government, military, private sector, or academia.
  • Documented intellectual contributions in area(s) of expertise.
  • Experience developing and revising instructional or advising content or materials.
  • Teaching experience and/or experience advising senior leaders.

CONDITIONS OF EMPLOYMENT: 

  • Must be a United States Citizen.
  • Must be able obtain and maintain a Secret clearance.
  • Must be able to pass pre-employment and random drug testing.
  • Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
  • Must be able to travel away from the normal duty station on military or commercial aircraft.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 3 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Expert level certification requirements within two years of entering the SC position. In addition, 80 hours of continuing education (CUE) every two years.
