Duties

This position is located under the Office of Science and Technology, Financial Investigative Services Division in Location Negotiable After Selection, United States.

The incumbent serves as a District Manager (DM) in the Financial Investigative Services Division (FISD) with the Office of Science and Technology (OST). FISD is comprised of professionally credentialed Forensic Auditors who provide comprehensive financial investigative services supporting criminal investigators under the Bureau's jurisdiction.

Provides administrative and policy direction to the Forensic Auditors in their district.
Performs a full range of supervisory functions including evaluating employee performance, recognizing employee accomplishments, recommending awards, counseling, mentoring subordinates, and taking disciplinary actions.
Issues all financial investigation and other assignments within their district. Provides advice on financial investigation approaches to be utilized as needed. Reviews completed work on an ongoing basis to ensure compliance with FISD's policies and procedures, ensuring it is accurate, and completed timely.
Directs the day-to-day operations of the district. Manages workload balance of the Forensic Auditors within the district.
Serves as the principal advisor both to the Chief of FISD and to the respective Deputy Chief on financial investigations conducted in the district.

Qualifications
Basic Requirements - You must meet the minimum basic education requirements for an Auditor position in the Federal government. (You MUST submit transcripts to verify your education).


Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR


Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the above Basic Requirements, you must also meet the below.

To qualify for 14, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience include:

Knowledge of the principles, theories, and practices in the field of forensic accounting and conducting financial investigations applied to complex criminal investigations, obtained through education and experience; AND
Knowledge of criminal prosecution proceedings such as rules of criminal procedures and rules of evidence, in order to serve as a technical expert on financially related investigative findings at these proceedings; AND
Experience in conducting criminal financial investigations in compliance with ATF Financial Investigative Services Division's (FISD) Standards for Financial Investigations and experience conducting peer reviews of financial investigative work in accordance with FISD's peer review policy; AND
Experience in leading project teams or coordinating the work or training of other forensic auditors; AND
Experience in dealing with other management officials in ATF and with officials in other organizations such as Assistant United States Attorneys and other federal, state, and local law enforcement officials.
